As of March 15 2025, The Communication Initiative (The CI) platform is operating at a reduced level, with no new content being posted to the global website and registration/login functions disabled. (La Iniciativa de Comunicación, or CILA, will keep running.) While many interactive functions are no longer available, The CI platform remains open for public use, with all content accessible and searchable until the end of 2025. 

Please note that some links within our knowledge summaries may be broken due to changes in external websites. The denial of access to the USAID website has, for instance, left many links broken. These guidelines are intended to facilitate a good understanding of the Village Health Team (VHT) strategy.  They are the official guide given to individuals and organisations that plan to, or are implementing, community-based health activities in Uganda. All health activities and interventions, for example, malaria prevention or reproductive healthcare, must be coordinated through the VHT structure. The document incorporates lessons learned during the nine years since the first "Strategy and Plan" was published in September 2001. The updates were realised with significant consultation with stakeholders and partners.

The guidelines contain background information, a justification for the VHT strategy, and:

  • Criteria for selection of VHT;
  • Qualities of a VHT member;
  • Composition of the VHT;
  • Objectives of the VHT;
  • Roles and responsibilities of the VHT.

Guiding Principles for VHT strategy:

  • Community ownership of VHT strategy;

  • Community Support.

Implementation Strategy:

  • Advocacy, social mobilisation and communication;
  • Networking and partnerships;
  • Capacity building;
  • Resource mobilisation.
